WASHINGTON, DC — This week, Massachusetts House Armed Services Committee Members Representatives Seth Moulton (MA-06), Lori Trahan (MA-03), and Bill Keating (MA-09) condemned President Trump’s decision to declare a national emergency so that the president can circumvent Congress and use military construction funds to build his border wall. The decision to use military construction funds directly jeopardizes $90 million designated for use at the Hanscom Air Force Base to construct a Compound Semiconductor Laboratory-Microelectronics Integration Facility, and $42,600,000 at the Westover Air Reserve Base.“Whether President Trump recognizes it or not, we are competing with Russia and China to develop the next generation of advanced technologies that will allow us to lead the world in the 21st Century,” Rep. Seth Moulton (MA-06) said. “The proposed lab at Hanscom Air Force Base is exactly the type of investment the government should be making to keep our nation safe. The president’s decision to raid these funds from Hanscom–to pay for a 5th Century wall to address a 21st Century immigration problem–isn’t just a waste of money, it is a conscious decision to play politics with our national defense and economic competitiveness.”“The President declared an emergency over a crisis that doesn’t exist – even going so far to say during his press conference that he ‘didn’t need to do this.’ Now that he has, $90 million worth of military construction projects at the Hansom Air Force Base alone are at risk of being diverted to construct the President’s ineffective, wasteful wall that does nothing to secure our border. The early part of the calendar year for government entities is both a trying and exciting time. Why? Because budget season is on the horizon. From the largest department to the smallest, contracting programs, everything is up for financial examination and review. What is not needed is cut, and what is seemingly imperative for growth, expanded.DCPS Chancellor Kaya Henderson announced the new school budget on March 17.In the case of the District of Columbia Public Schools (DCPS) FY 2016 budget, its central office was cut, while its comprehensive high school programs, and school-based staff size, expanded. The news was announced March 17 by DCPS Chancellor, Kaya Henderson.Comprehensive high school programs throughout the district will receive $13 million in new funding to increase the number of advanced placement courses and elective courses, such as African-American literature, and school-based positions will increase by 200. The new funding does not include additional money for specific special education or alternative high school programs.“Our budget process this year started with strong input from our community and included honest conversations and hard decisions. This has allowed us to set a higher bar and higher expectations for our students and our schools,” said Chancellor Henderson in a press release. “Together, this budget will allow us to continue to transform DCPS into the best urban school district in the country, and the school district we all want for our children.”The budget represents a 3.4 percent increase in funding from FY 2015, which comes out to $25 million more dollars and a total local budget of $726 million for D.C.’s students. New schools will also be opened through the Chancellor’s new budget.The schools include:• Brookland Middle School (Ward 5);• Van Ness Elementary School (Ward 6);• River Terrace Elementary School (Ward 7); and• Community Academy Public Charter School Amos I CampusThe Community Academy will now operate under DCPS, Ward 4. DCPS continues to experience enrollment increases, including 1,500 new students expected next year. These new schools will help furnish DCPS’ growing population.Related to new schools, is the extension of an extended school-year program at the Raymond Education Campus (Ward 4) made possible through a $1 million pilot investment. The money will give students extra instruction time, and the program will affect planning decisions for other D.C. schools in the future.The most alarming part about the newly announced DCPS budget is the large reduction of the central office. At the time of the budget announcement, Chancellor Henderson said the school system still is not sure how the 25 percent decrease would translate into positions and staff. She was clear however, telling the AFRO on March 12, “Schools will feel it. There will be some limits to what the Central Office can provide.”The increase in funding aligns with D.C. Mayor Muriel Bowser’s dedication to improving D.C. schools, and more specifically, transforming middle school grades by 2020. While many D.C. public agencies experienced budget decreases, DCPS did not.While still early, DCPS’ budget shows promise for the upcoming school year. Individual school budgets still need to be determined. The budgets should be submitted within the next few weeks.

Fire officials say six other children are unaccounted for.Johnson says fire was coming out of every window and as firefighters sprayed it, “it seemed like the fire was fighting back.” He added that he was praying for the people inside. He says it was so intense that he didn’t think anyone would survive.Johnson says he saw a woman come out of the house screaming.___10:30 a.m.The father of the children who were injured and missing after a fire in Baltimore says one of the children has been released from the hospital.William Malone told The Associated Press that he was not home at the time of the fire early Thursday because he was at work for a restaurant. Black said, during his 45-minute address, whatever people do, they should do it with humility.The event was sponsored by the Anacostia Coordinating Council, an organization focusing on the revitalization of Anacostia and its adjacent neighborhoods; the East of the River Clergy Police Community Partnership, an organization focusing on community wellness and public safety; and the Far Southeast Family Strengthening Collaborative, which works on building the Ward 8 community. Black was introduced by the Rev. Donald Isaac, chairman of the Ward 8 Faith Leaders Network. The theme of the program was the title of one of Dr. Martin Luther King Jr.’s books, “Where Do We Go From Here – Chaos or Community.” But, Black focused on being spiritually low before God and others.Black, a native of Baltimore, became the 62nd chaplain of the U.S. Senate on June 27, 2003. Before becoming a chaplain on Capitol Hill, he served in the U.S. Navy for more than 27 years, rising to become an admiral, and was known as the chief of the Navy Chaplains.With his appointment, Black became the first Black, Seventh Day Adventist chaplain. He was also the first military chaplain to get the post. His duty is to minister to the 6,000 people who work in the Senate as lawmakers, staffers, or their spouses.Even though Republicans control Congress and have been pushing a conservative agenda, Black said he remains “optimistic,” about the future on Capitol Hill because he convenes a weekly bi-partisan group of lawmakers who have Bible study together and pray.“How you travel is just as important as your destination,” Black said. “Be humble or stumble. Pride goes before destruction . . . nonviolent, direct action is a humble approach, it’s not a suicide approach.” Philip Pannell, interim chairman of the board and the executive director of the Anacostia Coordinating Council, told the AFRO: “We asked him to focus on the theme of Dr. King’s last book and he did that… Barry talked briefly about how good it is Black churches in Southeast are trying to stay in the city instead of going out to the suburbs and how important it was that the faith leaders reach out to young people, saying that if they did, fewer of them would get in trouble with the criminal justice system.”

Kolkata: The Kolkata Port Trust (KoPT) will start a heritage tour down the Hooghly from April 28. The cruise tour – ‘A Voyage through Tide and Time’ – will be “solely managed” by the port, KoPT chairman Vinit Kumar told PTI.”The KoPT plans to run the service on weekends but it requires a group of at least 20 heads to conduct a tour. The tourism department will help us in promoting and marketing the heritage trip without any exclusive tie-ups,” Kumar told PTI. Facebook’s top executives, Chris Cox, Head of Products and Chris Daniels, Head of Whatsapp, have announced their exit from the company. It marks yet another highest-level departure at the tech giant amid a controversial shift to combine its various social media platforms. Cox’s unexpected departure, which he and Zuckerberg announced in separate Facebook posts on Thursday, comes months after Cox was promoted in a major reorganization. In May last year, Cox was put in charge of Facebook’s “family of apps,” including Instagram, Messenger, WhatsApp and Facebook itself — which together have over 2.7 billion users worldwide. These apps have been distinct until recently, when Zuckerberg announced plans to unify them with a new focus on privacy. “It is with great sadness I share with you that after thirteen years, I’ve decided to leave the company,” Cox wrote in his post. “Since I was twenty-three, I’ve poured myself into these walls. This place will forever be a part of me.” Another longtime executive, Chris Daniels also announced his exit on Thursday. Chris moved upward in the reorganization last May and took over WhatsApp after running Internet.org, the company’s philanthropic project to promote global Internet access. “At this point, we have made real progress on many issues and we have a clear plan for our apps, centered around making private messaging, stories and groups the foundation of the experience, including enabling encryption and interoperability across our services,” Zuckerberg wrote. “As we embark on this next major chapter, Chris has decided now is the time to step back from leading these teams.” In his blog post, Zuckerberg said Cox had told him several years ago that he planned to move but that Cox decided to hold off on leaving until the company made more progress combating misinformation and Russian interference — controversies that erupted in the wake of the 2016 election. Zuckerberg said he does not plan to replace Cox. The role of integrating the apps will go to another longtime Zuckerberg deputy and former Head of Growth, Javier Olivan, he said. Cox, who dropped out of a Stanford University graduate degree program to work with Zuckerberg when the company had just 15 engineers, was widely seen as one of the most popular and capable executives at the social network. Cox was a sounding board for Zuckerberg on product ideas. He launched Facebook’s flagship scrolling news feed nearly a decade ago and ran human resources before he was promoted to run the Facebook app in 2014. Cox is one of many senior executives to leave Facebook since the controversies erupted. The company’s Head of Policy Elliot Schrage, its General Counsel Colin Stretch, its Chief Security Officer Alex Stamos, along with the heads of WhatsApp and Instagram and its top communications executive, had all announced their exits from the company in the last few years. But the highest profile departures, including Cox, are people in Zuckerberg’s inner circle who have been at Facebook since the earliest days of the company and became fabulously wealthy after the social network’s $104 billion public offering. Cox hinted at the challenges of recent years in his goodbye post. “For over a decade, I’ve been sharing the same message that Mark and I have always believed: social media’s history is not yet written, and its effects are not neutral,” he wrote. “It is tied up in the richness and complexity of social life. As its builders we must endeavor to understand its impact — all the good, and all the bad — and take up the daily work of bending it towards the positive, and towards the good. Steve Johnson’s plan to ensure those who have been exonerated of a crime would receive the compensation due to them from the state.Johnson’s plan would benefit exonerated Michiganders such as Richard Phillips – who spent more than 45 years in prison after a wrongful conviction, then returned to society with no support system to help him get back on his feet. Dozens of other Michigan residents could be in similar situations because the state’s fund for compensating wrongfully convicted individuals is about out of money.“The fund is essentially bankrupt, and we have an obligation to ensure people like Richard Phillips receive the compensation they are lawfully due,” Johnson, of Wayland, said after the House approved his plan to add $10 million to the fund. “I am glad to see the bipartisan support needed to right this wrong and ensure this fund has reliable, adequate funding well into the future.”In 2016, the Michigan Wrongful Compensation Act was signed into law. The fund is supposed to award an individual exonerated of a wrongful conviction with $50,000 for each year unjustly spent in prison. But the fund currently has less than $500,000, which will likely be totally depleted upon the first few claims by exonerated prisoners.Phillips is awaiting an expected payment from the state after serving time for a murder he didn’t commit. Wayne County officials dismissed charges against him in 2018.The 72-year-old has sold artwork and scrambled to stay afloat financially after decades in prison.“After 47 years, everything was gone. I didn’t even have identification,” Phillips told the House Appropriations Committee recently. “And then I didn’t have any support. So when I got out…I pretty much had to go it alone. I hadn’t done anything wrong to deserve that kind of treatment. I was a citizen, just like any of you. So don’t think that it can’t happen to anybody – because it can. I’ve lived through it.”Johnson’s bill directs $10 million from the general fund to cover the Michigan Wrongful Imprisonment Fund shortfall until next year’s budget is finalized. Roku has promoted Scott Rosenberg to general manager of platform business and at the same time announced the departure of Steve Shannon.Scott RosenbergRosenberg was previously general manager and senior vice president of advertising while Shannon was general manager and senior vice president of content and service.
