July 11, 2019 Categories: Local San Diego News FacebookTwitter SAN DIEGO (KUSI) – A 17-year-old boy was hospitalized tonight with non life threatening injuries he suffered when he was ejected from his vehicle after it crashed into a retaining wall and fence in the Rancho Penasquitos area of San Diego.The boy was traveling southbound in the 9400 block of Paseo Montril when his 2003 Ford pickup stalled and he tried to push it off the road, but it gained speed and began to get away from him, according to Officer Robert Heims of the San Diego Police Department.The victim jumped through the driver’s side window to try to regain control of the truck and was hanging out the window when the truck slammed into a retaining wall and fence, ejecting him from the truck. The vehicle continued down an embankment, overturned and hit a tree, Heims said.The teen suffered a broken leg, a deep cut to his left thigh and a concussion and was taken to a hospital with non life threatening injuries, Heims said.Alcohol was not considered a factor in the crash.Anyone with information about this accident was asked to call San Diego Traffic Division detectives at 858-495-7800. Go Airlines Ltd (GoAir), India’s fifth-biggest carrier by passengers travelled, is considering an initial public offering (IPO) and has begun talks to appoint bankers, three sources directly involved in the process said.GoAir, part of the Wadia Group whose flagship companies include Bombay Dyeing and biscuit maker Britannia Industries, could look to raise as much as $150 million in the IPO, said the sources.The bankers made presentations to the company earlier this week, the people said, adding that it was early to say whether the company would sell new shares or existing shareholders will reduce their stakes in the planned public offering.A spokesman for GoAir, which has a fleet of 19 Airbus A-320 planes and had an 8.4% domestic market share last quarter. The company would not comment on what he called ‘market speculation’, the spokesperson said.GoAir is estimated by consultant CAPA to have made a profit of $14 million-$15 million in the year to March, which would make it the second most profitable Indian airline after market leader IndiGo.IndiGo is selling shares in an IPO to raise as much as $464 million.
Law enforcement to step up control of mediaLaw minister Anisul Huq and telecommunications minister Mustafa Jabbar on 19 April said, the Digital Security Act was not made to target the media. It would not affect freedom of expression or freedom of press either. The ministers said this at a meeting with cabinet members at the time.Legal experts, however, say if the bill is passed, the government law enforcement agencies like RAB, police, BGB and Ansar will eventually emerge as the ultimate ‘editors’ or ‘super editors’.“Which news content is right and which one is harmful- all of this will depend on their own logic and whims,” they said.According to the experts, the law enforcers will be able to use this act to request BTRC to block any digital media at any time.Bangladesh Telecommunications Regulatory Commission (BTRC) is an autonomous organisation. To be a member of BTRC, one has to have the criteria of a judge of the Supreme Court. Still, if they receive any ‘request’ from RAB, police or any other law enforcement agencies, they will ‘immediately’ respond.The law enforcement agencies were not even given such power in the IT Act of 2006. Law enforcers had to seek court permission to seize computers used to commit any alleged crime under that act.Under sub-section- 1 of section-8 in the current proposed act, it is possible to remove any news content published in digital media if it seems to be a threat to digital security.Sumon Ahmed, a member of the advisory committee of the United Nations Internet Governance Forum, told Prothom Alo, BTRC can block any newspaper’s webpage containing standard Hyper Text Transfer Protocol (http), if they cannot remove contents of the page. BTRC, however, will not be able to remove or block the webpage where ‘s’ (secured) is added to the http.Apart from that, BTRC can block the newspapers’ webpage only in Bangladesh.Law enforcers to be more powerfulUnder section-43 of the act, if a police officer suspects any crime or evidence, he can register the incident in his office and conduct a search into any media office, seize computers, search and arrest anybody, without arrest warrant.In sub-section-2 of section-8, the law enforcement agencies can request BTRC to remove news contents that violate the country’s solidarity, affect economic activities, defence and security, religious values or public order and spread communal hatred among people.In sub-section 3, it is said that the contents will be removed or blocked by BTRC immediately upon receiving such request.Acknowledging these concerns, media experts said such rules would certainly violate the freedom of expression and instigate a hostile reaction towards media persons.Shahdeen Malik, a Supreme Court lawyer told Prothom Alo, “It seems we are going back to the Special Powers Act of 1974.”Another lawyer Khurshid Alam Khan thinks the definition of law enforcement agencies should be clarified, as the army also falls under the definition of law enforcement agencies.Under the act, a digital security agency is said to be created under a director general. An emergency response team will be formed for constant monitoring. Their work will be determined by a policy.So this bill is not the final word. There is scope to make the rules even more difficult.Digital act includes 8 ‘crimes’ from 1974 actThe eight definitions of the relevant 1974 act interpreted by justice Muhammad Habibur Rahman and Anisuzzaman in ‘Ain Shabdokosh’ (dictionary of legal terms), bears resemblance to the the law related to blocking websites.Also, the current digital act contains almost all the eight crimes mentioned in the 1974 act. The similarities in the digital act include, three in section 8 (defence, security, ethnic hatred), one in section 25 (intimidation), two in section 27 (foreign states and public order), and two in section 31 (related to security and community).Muhammad Habibur Rahman and Anisuzzaman recorded in eight points the reasons why newspapers were confiscated. This indicates that the special power of the law enforcing agencies to block online newspapers given in digital act is akin to the confiscation of newspapers in the 1974 act.The eight points are: 1. Sovereignty or defence of Bangladesh; 2. Having friendly relations with foreign countries; 3. Threat to the country’s security or public security or public order; 4. Instigating hatred or hostility among different communities and classes; 5. Intervention or incitement in law enforcement; 6. Obstructing supply of essential goods; 7. Creating panic or anarchy in society; 8. Causing or intending to cause financial and social damage of the state. No safeguard for editorsIn some of the instances, the terms used to define punishable crimes for online publication are severer than those in the much debated sections annulled in 2006.Many legal experts are surprised at the free access given to the law enforcement that will enable indiscriminate abuse of the law. They observe, it will add to the spree of arrests, filing of cases and harassment.The editors and journalists have to depend on the police for their online publications. But in the 1973 printing presses and publications act under CrPC (Code of Criminal Procedure) section 108, safeguards were provided for editors, publishers and presses. The 108 section still has the provision.It says, any charges could be filed against the owner, editor, publisher or printer of any newspaper registered under the 1973 presses and publications act alleging instigation of sedition, hatred, fear, if the concerned government authorities or officials issue an order in this regard.Though safeguards remain in place for the press for the same crimes, they are not ensured for online publications.The digital security act vests the power to determine objectionable content, with the police and Ansar, BGB and RAB. Such free license for the law enforcement is unprecedented in the country. This development implies that BTRC will become paper tiger.Deviation from 1974 actIn the 1974 act there were remedies for banning or forfeiture of newspapers. The digital act does not address this. This act does not specify any authority to approach for or record any appeal. The span of time for a website to remain blocked is not specified either. There was no provision to confiscate any newspaper on grounds of hurting religious sentiment in the 1974 special powers act nor in section 99 of the 1991 CrPC enacted by the BNP government.In the much-debated Act 57, there was provision for action against crimes of hurting ‘religious sentiment’. But Awami League has made the matter ambiguous by defining ‘hurting religious values’ as a crime under which online media can be blocked.Now police, Ansar, coast guard, BGB and RAB will determine the degree of religious values being offended and will search, arrest without any warrant, and block online publications without any trial.Section 17 of 1974 said, the government will inform the publisher, editor as soon as possible of the confiscation and will issue written orders to submit the printed copies, stop distribution, and file the writer’s name. The act also says that the government must state reasonable grounds in the order and let the accused editor and journalist to present an answer in response to the order. The government must also mention that the accused has the right to self defence.The government has not expressed any intention of adding such provisions in the new digital act. The law minister Anisul Huq and the information technology minister Mustafa Jabbar have said they would take all the concerns of the editors’ council into consideration.The 1974 act stated that a police official, not below the rank of sub-inspector, with a warrant and with the magistrate’s approval, can search a newspaper office. Any search was forbidden after sunset and before sunrise. But the digital security act lacks such safeguards.Notably, in the abolished section 18 under the 1974 act there was provision for any report on security, friendly relations with foreign states, public order to be cleared for publication within 72 hours of submission to the government.There was even provision for appeal to be filed within seven days of a certain report being banned. Another provision stated that the appeal should be disposed after hearing by a district judge. In the proposed digital act, the stated crimes are the same as in the 1974 act, but with no scope for seeking remedy. *This report, originally published in Prothom Alo print edition, has been rewritten in English by Farjana Liakat and Nusrat Nowrin.

The Black Panther, the ruler of Wakanda and a spiritually based warrior, is a hereditary title, passed to whoever proves worthy of holding it. Currently, the title belongs to T’Challa, King of Wakanda and son of the late T’Chaka. Wakanda is an African country that is highly more advanced than any other part of the world. Many have tried to conquer but to no avail. Wakanda carries “technological superiority” more infinite than any part of the nation as well. Reginald Hudlin brings a very focused and timeless feel to this story. He doesn’t focus on the enhanced abilities of how T’Challa became Black Panther.He sets his sites on T’Challa’s already laid skills as he fights his uncle for the title. Hudlin writes the legacy and lineage of the hero but writes it in a way that T’Challa truly proves himself and the resilience of the country itself. Reginald writes this narrative like a historian, almost like a Wakandian point of view. I feel like every person who takes hold of the Black Panther title becomes a transcriber. It’s engaging, conscious and plants its feet in the ground and as you turn the pages, you just watch it grow.Something I loved about Hudlin’s writing is the depiction of “Wakanda vs. The Rest of the World.” The knowledge that people have taken things away from Africa, including people and places, but Wakanda is like “We will protect ours” is a powerful statement to make.Wakanda can do bad all by itself. They have such high strength of who they are as a country and community. Not bothered by anything on the outside because they work to strengthen and strive for themselves. They do not bow to anyone, especially people who seek to invade what they have built. Hudlin not only shows that with the power of the Wakandans, but the counters that with all the military power, inabilities and greed of man. Hudlin creates a dialogue that is massive brilliant and essential.John Romita Jr’s pencils and inks by Klaus Janson are suited for each other. They work organically together, bringing out the landscape, tech, destruction, and emotion throughout the panels. Romita’s pencils are refined. They’re polished and elegant in their execution, but the best thing he does with his pencils is facial expressions. Each character has their own distinguished personality, and with Janson’s inks, they enhance tenfold.via Marvel ComicsDean White’s Wakanda colors feel like home. They complimenting the landscape and characters that we come to know and adore. You almost see the difference between his colors when you’re within the frosty and cold nature of the USA then the warm and robust feel of Africa. Chris Eliopoulos’ letters complete this comic with sounds that you’re almost sure you can hear as you read. Eliopoulos does an outstanding job with placement, especially for the Klaw and Black Panther. They’re opposites, militant and cunning in their own ways, so when they speak, it’s important to listen. Eliopoulos’ letters with Romita’s facial expressions, give the panels a definite pop that you know is so authentic.If you want to get into Black Panther, for new or old fans, you want to pick up this particular series to get you started. You’ll not only get an introduction to the history of Black Panther but some background of a notorious villain Klaw (Ulysses Klaus, whose be played by Andy Serkis in the film). Black Panther: Who Is The Black Panther lets you know who he is and where he came from and how far he’ll go to protect his homeland. This series is an absolute powerhouse that everyone should get their hands on. Trade In Your Nintendo Switch For a Better Battery (With a Catch)Controller Patent Teases SNES Games on Switch Although there’s no standout heavy hitter like Super Mario Odyssey, The Legend of Zelda: Breath of the Wild, or Super Smash Bros. Ultimate, we’re still pretty stoked about the rest of 2019 when it comes to Nintendo Switch games. The console/handheld hybrid has a varied lineup to look forward to, with Nintendo themselves publishing like half a dozen games in the summer months alone. And of course Pokemon Sword and Shield are looming over the horizon beckoning us to catch them all this holiday.But in the meantime, here are some cooler, smaller Switch games to play right now, on the original Switch or the new Nintendo Switch Lite.Pillars of EternityDeveloper Obsidian’s understanding of Western role-playing games is so complete they can make everything from Star Wars: Knights of the Old Republic sequels to Fallout spin-offs to tactical RPGs based on South Park. And with their Kickstarter success Pillars of Eternity they go back to the roots of the genre. This is a very old-school game in all aspects. The lore is well-written with sympathetic characters but full of dense fantasy concepts and history you’ll either get totally into to or completely bounce off of. And the throwback isometric gameplay recalls D&D PC classics like Baldur’s Gate and Icewind Dale. Even weird texts bugs look like something you’d see on a PC.But the Nintendo Switch is a new console, not an old computer. Even when you fast forward, exploring the world moves at a measured and engrossing pace that works well on the go with a screen big enough to hold all the information. The various radial menus are also a fine enough control compromise for all the fiddling you’ll have to do. The combat, with its mix of semi real-time action and tactical pausing, is never exactly smooth with this system. But chalk that up once again to the appreciated but overwhelming old genre this game faithfully emulates.DC Universe OnlineTake out the MMO component and DC Universe Online almost feels like DC’s answer to the recent Marvel Ultimate Alliance 3. It’s a colorful, chaotic, somewhat dumb comic book romp through the world of DC superheroes, only now you’re part of a whole community along from the ride. And there’s just something about watching a janky online war between caped villains and cops in neon Hell Gotham City that just feels so appropriate.But you can’t actually take out the MMO component. DC Universe Online gives you a fair amount of legacy content to play for free, but to get up to date you’ll need to start paying and keep paying. And while you’ll be interacting with DC characters nonstop in various missions, you’ll only play as your single new hero with a handful of abilities and costumes choices that can only at best become bootleg versions of real DC characters. I saw a pretty good Deadpool walking around, too.Chroma SquadLegal action eventually forced the developers of Chroma Squad to explicitly say they were inspired by Power Rangers. But just one look at these guys gives the game away. What’s more charming though is that this game cares more Power Rangers as a real-world TV show rather than whatever happens in the lore. And the gameplay reflects this offbeat take on the material.Players control their own indie studio producing a very pixelated Power Rangers-esque TV show. Filming takes the form of little turn-based tactics battles. They’re straightforward and get repetitive but gain depth from nice touches like morphing into your costumes, choosing to help teammates with your turn, and getting bonuses when the director asks all five of you to gang up on the boss monster at once. Outside of battles you lightly manage the studio by buying new gear for actors, setting aside budget to increase audience engagement, answering bizarre email. It’s a super sentai sim.Friday the 13th: The GameFrom Resident Evil to PUBG, horror is huge in gaming. So it’s weird we don’t see more games based directly on famous horror movies. Why haven’t the Mortal Kombat developers gone all in on a slasher fighting game instead of just DLC? Afters its original troubled release, Friday the 13th: The Game had us scared the slasher game had no future. Darkness can only cover up so many flaws. But now the Switch version (available as a physical release as well) benefits from later updates and is scary in a good way.Friday the 13th just does such a clever job turning the mechanics of the film genre into satisfying gameplay mechanics. It’s an asymmetrical multiplayer game where a group of counselors try to escape one Jason Voorhees as he hunts them down. The counselors are weaker but more numerous and more nimble. Jason is unwieldy but has a sick set of powers like teleporting and silently stalking and sensing fear and hearing his mom’s voice. And even if you don’t want to kill or be killed online, you can at least play as Jason offline in little crafted vignettes that give you a taste of the game’s surprisingly robust progression.Dragon Quest Builders 2Like the original, Dragon Quest Builders 2 adds some much appreciated polish, JRPG structure, and adorable Akira Toriyama art to the open-ended building genre. The sequel just expands the formula with bigger worlds made up of interconnected islands. It’s got a fun nautical Wind Waker vibe, even while your character remarks on dead bodies washing up on shore. The islands and their objectives are pretty distinct, too. Live out some Harvest Moon farming fantasies before sailing off to a prison colony or even alternate worlds dreamt up by other players, this time with a friend to help with building or combat or both. But while I do like the game’s strong guiding hand, the trade-off is you lose some of the sense of freedom you find in Minecraft.Blazing ChromeThe Switch already has a collection of classic Contra games, and it’s getting the iffy looking new 3D Contra Rogue Corps later this year. But the best new Contra experience you’ll play on the system is Blazing Chrome. From its chunky weapons, steep challenge, hardcore 80s energy, and beautiful 16-bit aesthetic it’s basically a love letter to Contra III: The Alien Wars. So it’s a love letter to me, too. Just don’t go in expecting anything much more than a blast from the past.Dream DaddyWhile a queer dad dating simulator could’ve easily been just a cheap meme, Dream Daddy gets to have its irony cake and eat it too just on the strength of its sincerely heartfelt writing. The frisky fathers have all have fun and unique personalities befitting their iconic artwork. But in-between all the flirting the game never forgets that you are a parent and makes caring for your child the number one priority. Outside of some clever minigame metaphors (comparing daughters like battling Pokemon) you need to be okay with the fact that the gameplay in this genre largely consists of reading. And while your personal Dream Daddy is ultimately your choice, I wish you had more meaningful choices to make during the dates themselves.Red Faction: Guerilla Re-Mars-teredCan an otherwise fine open-world rise to greatness thanks to a single mechanic? Red Faction: Guerilla will have you asking that question. On paper, the missions are fairly generic and repetitive. But it’s hard to notice because they mostly revolve around the unbelievably cool destruction mechanic. Basically every structure can be demolished with some strategic explosives or whacks from your sledgehammer. It’s very tactile and satisfying, especially paired with the antifa storyline that has you liberating Mars from tyrants by literally tearing their houses down. The working-class Mars colony world is also pretty well-realized in a Total Recall kind of way.SolSeraphAce Team are the Chilean weirdos behind Zeno Clash, so them making a spiritual successor to ActRaiser seemed totally random and therefore completely appropriate. It makes even more sense too once you realize that ActRaiser’s split between action and strategy is basically what the team was already getting at in Rock of Ages. In SolSeraph players become god to both fight monsters directly in short sidescrolling bits and help their followers flourish in real-time strategy tower defense bits. It can be a lot to handle. The action sections give you plenty of abilities that feel good but can’t always overcome enemies that feel a bit cheap. Meanwhile, the strategy sections give you little time to rest as monster waves come fast and furious while you manage resources, speed development along with god powers, build defenses, and work toward your ultimate goal of dispelling the darkness at the end of each area. It’s very stressful and not that rewarding. Something like Castlestorm integrates its hero and strategy elements a little more elegantly. But being a god is also probably stressful and not rewarding.Lethal League BlazeLethal League Blaze is the best game since Kung Foot in Rayman Legends to blur the lines between arcade sports game and straight-up fighting game. Instead of hitting each other directly, players bounce a ball around a tight arena. After you hit the ball, it will hurt your opponent on contact. But if they hit it back, you’re now vulnerable. Hit the ball in different directions, grab it, or bunt to set up proper positioning. And the wildest riskiest plays have you turning your opponent’s momentum against them, knocking back a fast ball to kill them with one hit. It’s all presented with a super stylish punk art style like Jet Set Radio meets Windjammers.Slay The SpireA deckbuilding roguelike sounds like something I wouldn’t want to touch with a ten-foot pole but Slay the Spire is one of the best games I’ve played all year. It has me wondering if solitaire was a roguelike this whole time. Opportunities for creative strategic depth from the different cards you collect feel almost limitless. The infinite potential encounters against monsters let you play out all those possibilities. With the right hand you can unleash ridiculous combo attacks or perfectly shield yourself from whatever a boss can throw at you. You can upgrade cards and augment your character with bonus runes. But having to ditch your deck each run is a good bulwark against the dumb hoarding aspect of other card games.
