City of Victoria joins campaign seeking climate costs from fossil fuel industry

first_imgVICTORIA – The City of Victoria is about to become the third Vancouver Island municipality to send what it calls a climate accountability letter to 20 of the world’s largest fossil fuel companies.A majority of Victoria councillors have approved sending the letter, which asks the companies, including Exxon, Chevron and Shell, to pay their share of the city’s climate costs.The motion to send the letter also includes a call for other local governments across Canada to make similar requests.More than 55 British Columbia-based legal and environmental groups joined forces in January to urge B.C.’s local governments to send climate accountability letters to the fossil fuel industry.Since then, the districts of Saanich and Highlands have contacted companies demanding payment for the costs of climate change.Organizations such as West Coast Environmental Law have also asked municipalities to consider a lawsuit against oil companies for a portion of local climate costs, similar to those filed recently by California municipalities, including San Francisco and Oakland.West Coast Environmental Law climate campaigner Anjali Appadurai says Victoria’s decision to forward the letter sends a powerful legal and symbolic message to the industry.“It sets the stage for other municipalities to take this type of action, to demand a fair share of the costs they are already incurring due to climate change,” she says.last_img read more

DR of Congo UN agencies step up humanitarian efforts during lull in

Humanitarian agencies used the opportunity to increase the number of their personnel in Bunia to 20 and to step up services. There are now about 12,000 civilians seeking refuge with the UN – 4,000 at the Headquarters compound in Bunia, 6,000 at the UN logistical base at the airport and 2,000 along the airport road.UN spokesman Fred Eckhard said in New York that the Congolese had been given plastic sheeting and high-protein biscuits as water and sanitation experts worked to restore electricity and water supplies to the town. “Humanitarian workers are also setting up latrines at the camps and are establishing a cholera clinic,” he added.Congolese Red Cross personnel were clearing dead bodies from the streets following two weeks of deadly clashes between rival Hema and Lendu clans fighting for control of Bunia, the main city of DRC’s mineral-rich Ituri district. Armed assaults and counter-attacks on Bunia have rocked the already volatile region, leaving countless dead and wounded and driving thousands of frightened civilians into the streets seeking safety.The UN Children’s Fund (UNICEF), meanwhile, is continuing its weeklong programme of regular airlifts to the town. So far, six flights carrying 8.5 tons of humanitarian goods have been dispatched from Goma with the help of the UN Organization Mission in the DRC (MONUC) and the European Community Humanitarian Office (ECHO).UNICEF said it expected some 8,000 people to receive high-protein biscuits. The agency’s Uganda office is on standby with some 14 tons of biscuits that can be shipped from Kampala as soon as the security situation allows. The agency has also made establishing clean, potable water supplies a priority to avoid an outbreak of epidemics.Also on the ground, a joint assessment team comprising staff from the UN High Commissioner for Refugees (UNHCR), the World Food Programme (WFP) and Ugandan government officials has confirmed large groups of Congolese refugees camped along the shores of Lake Albert, and while the conditions are poor, the overall number of arrivals is not as alarming as previously reported.For the past two days, the 10-member team has been working the border region in southwestern Uganda investigating reports that large numbers of people fleeing the turmoil in the DRC had sought refuge along the Lake, which separates the two countries.A UNHCR spokesman in Geneva confirmed that the team – using boats to reach some flooded villages – had been able to visit four sites and had come away with the initial impression that the number of recent arrivals may be less alarming than previous reports of a 60,000-strong influx following massacres in Ituri. Aid workers warned that what they saw may only be a portion of the total arrivals, with more refugees having reportedly settled further inland.The team reported finding groups of Congolese refugees camping under makeshift canopies, with some sleeping in the open. Sanitary conditions were generally poor, with one case of cholera reportedly being diagnosed at Ntoroko village. UN rights chief urges return to moratorium as executions resume in Pakistan

In a news release, UN High Commissioner for Human Rights, Zeid Ra’ad Al Hussein, condemned the recent lifting of the moratorium on capital punishment in both countries, stressing that “no judiciary, anywhere, can be infallible.” “It is very unfortunate that Pakistan and Jordan have resumed executions, reversing the moratoria on the death penalty that they had commendably put in place in 2008 and 2006 respectively,” stated Mr. Zeid.“This is particularly disappointing given that just last week, a record 117 States voted in the UN General Assembly in favour of an international moratorium on the use of the death penalty.”In October, the Office of the UN High Commissioner for Human Rights (OHCHR) released its report – entitled Moving away from the Death Penalty, Arguments, Trends and Perspectives – upholding abolition as a necessity, particularly due to the need to avoid executing those subjected to wrongful convictions; the lack of statistical evidence pointing to the death penalty as a useful deterrent; and the higher rate of execution among those from marginalized communities, including people with mental or intellectual disabilities.“The crime rate, historically, is not lowered by the imposition of capital punishment,” the High Commissioner continued. “Instead, shocking cases emerge, with tragic frequency, of the execution of people who are subsequently proven innocent – including in well-functioning legal systems.”Recently, Equatorial Guinea and the states of Washington, Maryland and Connecticut in the United States, decided to establish a moratorium or suspend executions while last April, El Salvador, Gabon and Poland acceded to the Second Optional Protocol to the International Covenant on Civil and Political Rights – an international agreement aimed at abolition. These countries join the more than 160 other Members States who have already either eliminated capital punishment or do not practice it.Mr. Zeid urged the Governments of Pakistan and Jordan to re-impose the moratoria on the death penalty, stressing that “no justice system, no matter how robust, can guarantee against wrongful convictions.” read more

So Many Babies In There Church Shooting Claims 8 Children

Parents cried and kids screamed, and nearly all the victims appeared to have been hit more than once.Two of the first four patients the burly volunteer medic loaded into ambulances were children.“Our inclination is to protect children. The thing is, that wasn’t his inclination,” Brunner said, referring to the gunman. “He wasn’t separating going: ‘I’m not going to hurt the kids. I’m going to go after whatever adults wronged me.’”When gunfire tore through the church in tiny Sutherland Springs, killing more than two dozen, the bullets claimed eight children and teenagers who were sitting through Sunday services with their families. It was the largest number of children killed in a mass shooting since 20 died at Sandy Hook Elementary School in 2012.Like that massacre in Newtown, Connecticut, the fact that the assailant slaughtered defenseless children compounded the anguish. Nearby schools quickly added grief counselors.The shooter, Devin Patrick Kelley, had a turbulent and violent past that included a court-martial while serving in the Air Force on charges that he assaulted his then-wife and hit her child hard enough to fracture the boy’s skull. Kelley, who had a rifle and left behind at least 15 empty magazines holding 30 rounds each, died of a self-inflicted gunshot wound after he was chased by bystanders and crashed his car.Investigators have said the shooting appeared to stem from a domestic dispute involving Kelley and his mother-in-law, who sometimes attended services at the church but was not present on Sunday.One couple who survived the attack, Rosanne Solis and Joaquin Ramirez, said Kelley went aisle by aisle through the pews and shot crying children at point-blank range.Authorities put the death count at 26, including the unborn baby of one of the slain women and the 14-year-old daughter of the church’s pastor, Frank Pomeroy.“There were just so many babies in there. It was a church. It was families,” said Torie McCallum, the former sister-in-law of Crystal Holcombe, the pregnant woman. “Watching them take person after person after person out was so heartbreaking.”McCallum is also a volunteer medic in nearby Floresville who spent 12 hours at the scene Sunday. She identified Crystal and her three dead children — 11-year-old Emily, 13-year-old Greg and 9-year-old Megan.Another of Crystal’s children, 7-year-old Evelyn, ran out of the church to a neighbor’s house. She suffered a head contusion, which McCallum thinks may have been caused by her head hitting a pew.The kids were smart and liked church. Their father died six years earlier, but McCallum was relieved when John Holcombe entered the picture and helped raise them as his own.They called him Dad and thrived in the 4-H Club. Emily liked archery while Greg, Evelyn and Megan did karate. Crystal homeschooled the children, and the girls sang in church, where the family got a kick out of how their different voices harmonized.McCallum said the kids were excited for a new sibling and decided that the baby’s name, whether a boy or girl, should be Billy Bob Wigglebottom — which they found hilarious.The official list of those killed released by Texas authorities Wednesday included Carlin Brite “Billy Bob” Holcombe.By Wednesday, an online fundraiser had collected more $72,000 for the family.“To see seasoned FBI agents and seasoned paramedics and seasoned law enforcement officers, when you see their eyes red, I feel so awful for all of the people who responded to that scene. Because they should never have to see anything like that, especially with so many children,” McCallum said.One of the wounded children, 5-year-old Ryland Ward, was hit multiple times and opened his eyes at the hospital Tuesday for the first time since the shooting, said Leslie Ward, the boy’s aunt.“Seeing the children that were killed. It’s one thing to see an adult, but to see a 5-year-old, that’s tough,” Wilson County Sheriff Joe Tackitt said.Alison Gould, 17, returned Wednesday to the church where she had waited hours on Sunday for word about her best friend, 16-year-old Haley Krueger. She got the news she feared later that night.“I am trying my best to cope. I want to see her really bad, and it’s kind of hard because I know that I can’t,” Gould said. “Me and her mom keep thinking that maybe she’s in the hospital, and they just identified her wrong. We’re trying really hard.”Brunner, chief of the ambulance service in nearby La Vernia, had been at lunch with his own family when he heard about the shooting.“You had parents screaming about their kids. The 13.9-inch ZenBook S13 has an unbelievable 97 percent screen-to-body ratio, which is achieved by what Asus claims are the world’s slimmest display bezels, at 2.5mm.While I’m a big fan of narrow bezels, they typically lead to compromises, namely to the location of a laptop’s webcam. That isn’t the case with the ZenBook S13, thanks to the notch at the top of its screen. The word “notch” might not evoke the best image in your head, but the lip on the ZenBook S3 is actually a perk in this case because it makes it easier to open the lid.The ZenBook S13 doesn’t compromise on performance. Not only does it come with the latest 8th-Gen Intel Core U-series CPU (up to a Core i7), but there is also the option to upgrade to an Nvidia GeForce MX150 GPU, making the ZenBook S13 the thinnest laptop with discrete graphics. Memory maxes out at 16GB and storage can be upgraded to 1TB.The ZenBook 13’s aluminum chassis has a beautiful silver/blue color variant that makes those signature concentric circles on the lid shimmer under the right lighting. At 0.5 inches thin and 2.4 pounds, the ZenBook S13 is one of the most compact laptops on I’ve seen.The 1.4mm of key travel on the ZenBook S13’s keyboard provided a pleasant amount of feedback during my brief time with the device, and a convenient Windows Hello fingerprint sensor is built into the touchpad.Asus rates the ZenBook S13’s battery life at 15 hours, but we’ll get a better idea of real-world endurance when we put a review unit through its paces.  ZenBook 14 UX431The ZenBook 14 may not be as striking as its smaller, more premium sibling, but it’s an elegant-looking machine, nonetheless. At 86 percent, the screen-to-body ratio isn’t quite as impressive as the S13’s or the ZenBook 14 we reviewed late last year, but the new ZenBook 14 still looks like a modern premium laptop by today’s standards.At 3.1 pounds, the ZenBook 14 is a bit beefier than the 13.9-inch model, and battery life, rated at 11 hours, isn’t quite as long.That said, there are more similarities between the ZenBook 14 and S13 than meets the eye. The 14-inch model has a 1080p display, the same Utopia Blue finish as the S13 and an identical keyboard that is angled by the laptop’s Ergolyft hinge. Even though the ZenBook is positioned as a lower-end model, it can be configured with the same specs, including an Intel Core i7 CPU, up to 16GB of RAM, up to 1TB of storage and an Nvidia GeForce MX150 GPU.There are even a few advantages the ZenBook 14 has over the ZenBook S13. The ZenBook 14 has two additional top-firing speakers, which should provide significantly better audio quality. He spoke at the 2019 Radiology AIMed conference. Deep learning algorithms require large amounts of patient case data to train the systems to read medical images automatically without human intervention. However, in pediatrics, there are often much lower numbers of normal and abnormal scans that can be used compared to vast amounts of adult exams available. This makes it difficult to train systems, so AI developers are coming up with innovative new ways to train their software. Compounding issues with training pediatric imaging AI is that the normal ranges change very quickly for young children due to their rapid development. He explained what is normal for a 2-year-old may not be normal for a 5-year-old.Desai and other pediatric physicians who spoke at the conference said AI could have a big impact on pediatric imaging where there are not enough specialists for the increasing image volumes. It can be rotated 90 degrees in either direction and the deck can be parked in any position, making it easier for patients to get on and off the 660-pound weight table. The FluoroSpeed X1 offers controls that are ergonomic for technologists, with duplicate controls on each side for either a left- or right-handed tech. The idea is to improve workflow and allow the tech to remain at the bedside longer to be with the patient, rather tucked away in a remote control room using an intercom.The entire system is built into the gantry seen here, so there is no need for extra equipment in a closet, cabinet or server tower.It comes in a 128 slice configuration with 4 cm of anatomical coverage per rotation.It uses the Stellar detector and tin filtration to eliminate low energy photons and help lower dose.
