23 Moroccan Beaches Obtain Blue Flag for 2015

Rabat – The international “Blue Flag” label was awarded by Mohammed VI Foundation for Environment Protection, which is presided by Princess Lalla Hassna, and the International Foundation for Environmental Education (FEE) to 23 Moroccan beaches out of the 28 candidates to the annual “clean beaches” program.The Blue Flag, a symbol of the exemplary quality of environment, values every year resorts and marinas, which undertake a permanent and sustainable tourism policy.In 2015, 23 beaches nationwide will flow the blue flag for the summer, says a release of the Mohammed VI Foundation for Environment Protection and FEE. As Central African Republic crisis deepens UN agency scales up food assistance

As the unprecedented crisis in the Central African Republic (CAR) continues to deepen, the United Nations World Food Programme (WFP) has accelerated its operations – distributing 60 per cent more food in April than in March. “This is the highest figure so far this year,” WFP spokesperson Elisabeth Byrs told reporters in Geneva todayShe said that as of 29 April, almost 200,000 people had received food assistance – including 24,700 children who were given special nutrients. A targeted supplementary feeding supported 3,000 malnourished children aged six months to five years and 2,500 children hospitalized in paediatric units. WFP also started a food by prescription programme this month, assisting 3,000 malnourished HIV patients. Globally, the agency supplied 1.3 million HIV and tuberculosis patients with food assistance. It also provided a school restaurant programme to nearly 32,000 children. “WFP is expanding its operations geographically inside the Central African Republic,” Ms. Byrs continued. In December, WFP reached four urban centres with food assistance, by March it expanded to 21 locations and in April to 35. The UN agency is also increasing its assistance both in and outside of the capital, Bangui – currently delivering aid up to 2,000 kilometres away from the capital. “WFP recently deployed mobile storage units in two locations in the extreme north of CAR to increase the warehousing capacity and to support the seed protection campaign by the Food and Agriculture Organization,” elaborated Ms. Byrs.The agency’s food shipments to the Cameroonian port of Douala are first transported by road to a warehouse in Bangui and then to one in another city – for pre-positioning. From these two basic warehouses, WFP distributes food to other small and mobile warehouses throughout the rest of the country. “It takes 16 days for trucks to transport food to Bangui and 11 days to the other city,” underscored Ms. Byrs showing the difficulties and the importance of air transportation. WFP is trying to resolve the problem of procuring fuel for transporting food by plane.When asked how many Central Africans were in need of food, Ms. Byrs responded, “1.6 million people are directly affected by the current situation and need food assistance.”This was double the number of people needing food assistance one year ago. There are also 700,000 internally displaced persons. In response to a query on how WFP assists Central African refugees in the Democratic Republic of the Congo, Ms. Byrs explained, “There are refugees from the Central African Republic in Chad, Democratic Republic of the Congo, Cameroon and Republic of Congo. The refugees in camps in the Democratic Republic of the Congo receive WFP assistance, as do the refugees being hosted by families – who also received food aid.”The UN agency also provides food assistance to internally displaced persons in the Democratic Republic of the Congo. WFP needs $17 million for humanitarian assistance for the refugees in the camps, including food assistance and the food for work programme. In the Republic of Congo, the UN agency has a three-month-programme, for which it has requested $2.7 million in the next month. read more

SIS vendor presentations begin Wednesday

A new student information system is on the horizon.Brock students, staff and faculty are invited to provide their input regarding the current challenges and future opportunities related to the existing student information system (SIS) as well as to share their feedback regarding the services provided by several student information system providers.The current SIS is a constellation of more than a dozen individual applications and databases that includes more than 1,000 different functional pages. Maintaining the system beyond 2020 would require significant capital and human resources to provide any substantial improvements in functionality, stability or security. The preservation of this system could also inhibit the University’s responsiveness to meet future needs and goals.As a result, the initiation of the SIS Modernization Project has begun. The project was created to provide a unified, dynamic and student-centric platform that transforms how students, staff and faculty use the information that supports the essential services and functions that facilitate student success in an increasingly complex and competitive environment.The success of the project is dependent upon ongoing stakeholder engagement. To enhance stakeholders’ knowledge and understanding of the new student information system options, the campus community is invited to several vendor demonstrations, starting with the first sessions taking place throughout the day on Wednesday, Feb. 21. Wrestling Nathan Tomasello likely out until January with right knee injury

Credit: Lantern File PhotoOhio State Nathan Tomasello said Friday his right knee was injured while competing at the U-23 World Team Trials on Oct. 8. Ohio State announced shortly thereafter the 125-pound wrestler would miss an indefinite amount of time to start his redshirt senior season.He said he received an MRI last week and had his right knee scoped Wednesday along with a trim of his meniscus. Head coach Tom Ryan felt more optimistic after the knee scope. “We thought it was significant and we feel way better about it,” Ryan said. “He got scoped and he’s going to be back I think sooner than we thought.”Originally, Ohio State expected Tomasello to return to the Buckeyes’ lineup in January. Ryan said a December return might be feasible at this point. Tomasello agreed with the possibility, but is taking his rehab one step at a time. “We’ll see,” Tomasello said. “I’m not going to put it out there. I think it is, but I know the doctor is pretty conservative. They’re thinking January, but it’s all about how I’m feeling. I feel like once I get on the mats in a few weeks from now, if it’s feeling good, I’m definitely going to want to be back earlier.”Before the injury, Tomasello was focused on his return to the 125-pound class after competing at 133 pounds last season. He was previously in the 125-pound class the two seasons prior to his redshirt junior campaign. The redshirt senior is looking to become a four-time All American before his time at Ohio State ends. While attempting to qualify for the U-23 World Championships a couple weeks ago, Tomasello said he felt good on the mat during his match in the finals with Oklahoma State’s Daton Fix and that he continued to wrestle after knowing he had sustained the injury. “I wrestled well and had a good opponent in the finals and we had some good battles,” Tomasello said. “In the second match, I was finishing a shot, landed on my knee wrong and felt it pop. I was able to continue the match, but after the match it started swelling up and it was pretty tough to walk on the next day.”Tomasello would miss 12 Ohio State wrestling events if he does not compete for the remainder of the calendar year. At wrestle-offs Thursday night, freshman Brakan Mead defeated fellow freshman Brady Koontz and will serve as Tomasello’s replacement until the former NCAA champion returns.The redshirt senior has experience navigating his way back from injury. While competing at the 2016 NCAA Wrestling Championships during the end of his redshirt sophomore year, Tomasello injured his shoulder and re-injured it while trying to compete at Olympic trials afterwards. He then underwent rotator cuff surgery and endured six months of rehab before returning for another All-American season. “Just knowing what it takes and having a mindset of being patient and knowing my body, I think it’s important looking back at that knowing with this injury, how to deal with it,” Tomasello said.Ryan has nothing but confidence in the return of his redshirt senior and said the rehab will be just as much mental as it is physical. “The most important thing is where Nate’s mind is,” Ryan said. “And his mind has never been more ferocious and focused at what he’s got to do to get back.” read more

After looking sharp in a 48-21 win over Massachusetts in Week 1, the Scarlet Knights have allowed 60 points and scored only 16 total in two games since. They were shut out 30-0 against then-No. 20 Iowa in their second game and lost 30-14 to Boston College the following week. Senior quarterback McLane Carter, the Week 1 starter, has been out since midway through the second game due to concussion-like symptoms. This has prompted head coach Chris Ash to turn to sophomore Artur Sitkowski to throw the ball and lead the offense. Key offensive player:Junior wide receiver Raheem Blackshear brings versatility to the Rutgers offense. Blackshear is No. 5 in the Big Ten with 255 total receiving yards, two receiving touchdowns on the season and two games with more than 125 receiving yards. However, Blackshear’s skills do not rely solely on catching the football. He led the team in rushing and receiving yards in 2018, with 586 rushing yards and 367 receiving yards and currently has 77 rushing yards this season. He was named to the Paul Hornung Award Watch List for the most versatile player in college football prior to the start of the season.Key defensive player:Junior linebacker Tyshon Fogg has proved to be a defensive force. He currently leads the team with 30 tackles and has been heavily relied upon by the Scarlet Knights after they lost two starting linebackers from 2018 in Deonte Roberts and Trevor Morris. Fogg’s 15 solo tackles are already more than his total a year ago, and his numbers will likely continue to increase.Weaknesses:The Scarlet Knights have the fewest first downs in the Big Ten with 11, due in part to their 30 percent third-down-conversion rate. Penalties have afflicted Rutgers so far, as it averages a conference high 80.3 penalty yards per game. The agreement provides for, inter alia, the following:• the agreement is for a period of five years from the commencement date, which refers to the date when the group issues the notice to proceed;• the Group is responsible for, inter alia, (i) completing all land acquisition related matters; (ii) applying and obtaining all necessary licenses and permits; and (iii)providing the mining contractor with the necessary data of the mining area;• the mining contractor is responsible for, inter alia, (i) excavating and transporting the overburden; (ii) providing the mining equipment, technical assistance, personnel and support needed to produce the nickel ore; (iii) maintaining the roads to be used for transporting the nickel ore; and (iv) transporting the nickel ore; if the group fails to perform its responsibilities under the agreement and causes losses to the mining contractor, then the group shall compensate the mining contractor for the losses and vice versa The mining contractor has committed to produce and deliver a minimum of 1.2 Mt of nickel ore annually to the group, “upon completion of certain preparatory activities within six months from the commencement date. Pursuant to the terms of the agreement, if the mining contractor fails to deliver the nickel ore according to the aforesaid production amount and schedule, the group can terminate the agreement and the mining xontractor shall compensate the group for all of its economic losses; the price per tonne of nickel ore has been fixed and shall be valid and remain in force for the five-year period, assuming certain conditions under the agreement are met; and the contract value, based on the fixed price per tonne as agreed under the agreement and the 6 Mt of nickel ore committed to be produced by the mining contractor, is estimated to be in excess of S$90 million.Sinohydro is owned by Power Construction Corporation of China, a wholly state-owned company of the People’s Republic of China. PowerChina is an integrated construction group and its principal businesses include energy, power, construction equipment and engineering and operation management. After More Than 30 Years The Mendenhall Valley Library Moves Out Of

first_imgFriday was the last children’s storytime at a Juneau library branch that’s been in the Mendenhall Mall for over 30 years. The days of checking out books and grabbing a slice of pizza are over because the branch is moving to a new location at the end of the month.About 15 kids are sitting crisscross applesauce listening to Amelia Jenkins read a picture book. But she knows how to handle the crowd by breaking into song and dance.“There’s some weeks when everybody wants to sit on a lap and listen quietly and these other weeks like today when everyone wants to do the hokey pokey straight for half an hour,” Jenkins says.Kids can check out the books at the end of storytime, which is exactly what library staff want. Left behind materials have to be transported to the new location so patrons are encouraged to check out up to 40 books.You can check out all the Harry Potter, Game of Thrones, Hunger Games and Fifty Shades books and you’d only be halfway.M.J. Grande, the youth services librarian, has worked for the library for 15 years and is excited about the new 20,000-square-foot space at Dimond Park.It cost $14 million to build, paid for by a grant from the state and city sales tax. Another million was contributed by the Friends of the Juneau Public Libraries.Of all the perks, there’s one Grande says she’s looking forward to the most.“Space. We are almost doubling our footage here so the kids programing is a really dominant part of the library,” Grande says.”We have these wonderful reading cubicles that are extra padded and cozy.”There’s also wheelchair accessible reading nooks and a room that has its own teen advisory committee to decide function and decor. But probably the biggest difference is it won’t be sandwiched between a restaurant and a tanning salon.Grande says not too long ago, it wasn’t uncommon to see a library in a mall.“You know, kind of in the 70s when malls were really getting established as a one-stop shop, you can do your shopping, you can do your library, you can do your other business. That role in the evolution of malls has changed.”For Letha Bethel, the old location has been convenient. She’s a stay-at-home mom with two kids and another one she watches during the day.The new library at Dimond Park is expected to open in November. They’re excited to see it and it’s right by the pool,” Bethel says.But will she check out 40 books?“For their sake, probably not. Public School Chancellor Announces New School Budget

first_imgThe early part of the calendar year for government entities is both a trying and exciting time. Why? Because budget season is on the horizon. From the largest department to the smallest, contracting programs, everything is up for financial examination and review. What is not needed is cut, and what is seemingly imperative for growth, expanded.DCPS Chancellor Kaya Henderson announced the new school budget on March 17.In the case of the District of Columbia Public Schools (DCPS) FY 2016 budget, its central office was cut, while its comprehensive high school programs, and school-based staff size, expanded. The news was announced March 17 by DCPS Chancellor, Kaya Henderson.Comprehensive high school programs throughout the district will receive $13 million in new funding to increase the number of advanced placement courses and elective courses, such as African-American literature, and school-based positions will increase by 200. The new funding does not include additional money for specific special education or alternative high school programs.“Our budget process this year started with strong input from our community and included honest conversations and hard decisions. This has allowed us to set a higher bar and higher expectations for our students and our schools,” said Chancellor Henderson in a press release. “Together, this budget will allow us to continue to transform DCPS into the best urban school district in the country, and the school district we all want for our children.”The budget represents a 3.4 percent increase in funding from FY 2015, which comes out to $25 million more dollars and a total local budget of $726 million for D.C.’s students. New schools will also be opened through the Chancellor’s new budget.The schools include:• Brookland Middle School (Ward 5);• Van Ness Elementary School (Ward 6);• River Terrace Elementary School (Ward 7); and• Community Academy Public Charter School Amos I CampusThe Community Academy will now operate under DCPS, Ward 4. DCPS continues to experience enrollment increases, including 1,500 new students expected next year. These new schools will help furnish DCPS’ growing population.Related to new schools, is the extension of an extended school-year program at the Raymond Education Campus (Ward 4) made possible through a $1 million pilot investment. The money will give students extra instruction time, and the program will affect planning decisions for other D.C. schools in the future.The most alarming part about the newly announced DCPS budget is the large reduction of the central office. At the time of the budget announcement, Chancellor Henderson said the school system still is not sure how the 25 percent decrease would translate into positions and staff. She was clear however, telling the AFRO on March 12, “Schools will feel it. There will be some limits to what the Central Office can provide.”The increase in funding aligns with D.C. Mayor Muriel Bowser’s dedication to improving D.C. schools, and more specifically, transforming middle school grades by 2020. While many D.C. public agencies experienced budget decreases, DCPS did not.While still early, DCPS’ budget shows promise for the upcoming school year. So did the national homeownership rate, according to the latest Quarterly Residential Vacancies and Homeownership report by the U.S. Census.In Q3, the homeowner vacancy rate landed at 1.6 percent, barely 0.1 percent above the Q2 numbers and just as statistically indistinguishable from Q3 of 2017. Similarly, the third quarter’s national homeownership rate of 64.4 percent hardly moved from Q2’s 63.9 percentVacancy rates among renters barely changed from Q2 either. In the third quarter, rental vacancies topped out at 7.1 percent, which is flat compared to Q2 and down only slightly from Q3 of 2017, when they were 7.5 percent.According to the Census, rental vacancy rates in Q3 were highest outside Metropolitan Statistical Areas, at 9.2percent. The rates in principal cities (7 percent) and in the suburbs (6.6 percent) “were not statistically different from each other,” compared to either Q2 or last year’s third quarter.Rates were also highest in the South, at 8.7 percent, followed by the Midwest (7.6 percent), the Northeast (6 percent), and the West (5.1 percent). “The rental vacancy rates in the South and West were lower than the third quarter 2017 rates, while rates in the Northeast and Midwest were not statistically different from the third quarter 2017 rates,” the report stated.Meanwhile, homeowner vacancy rates in the South (1.7 percent) were higher than those in the Midwest and Northeast (both 1.5 percent) and the West (1.4 percent),Tian Liu, Chief Economist at Genworth Mortgage Insurance, said the Census report shows something positive–that more people are choosing homeownership over renting.“A large part of that story is the historically large number of first-time homebuyers,” Liu said.
